ASCII file name format :
   EEDDMMMCCYYHHmmTPARC-ALL : EE - Indicates file contains expected error quality control values
                      DD - day
              MMM - Month              CCYY - Year
                      HH - hour
               mm - minute
                      TPARC-ALL - denotes special TPARC AMVs

Each ASCII file contains 11 columns of information:
       1. TYPE - Type of Wind
               WV   - Imager Water Vapor (6.75 micron)
               IR   - Imager Cloud Drift (10.8 micron)
               SWIR - Imager Cloud Drift, low level (3.75 micron)
               VIS  - Imager Low Level Visible (0.73 micron)

       2. SAT  - Satellite Type

       3. DAY  - Julian Day (yyddd)

       4. HMS  - Time of the wind set (synoptic wind set time)

       5. LAT  - Latitude of wind vector
               + north
               - south

       6. LON  - Longitude of wind vector
               + west
               - east

       7. PRE  - Pressure height assignment for vector (mb)

       8. SPD  - Speed of the vector (meters per second)

       9. DIR  - Direction of vector

       10. RFF  - CIMSS recursive filter quality control value

       11. QI   - EUMETSAT control value

       12. EE   - Expected error regression value
