Description:
The short_direct_normal values are mostly missing (-9999) starting when the datastream 
came back from an extended period of no data files.  Ops determined the NIP 
(short_direct_normal datastream) instrument had failed and it was replaced.

Values of short_direct_normal can be reconstructed using the following relationship 
applied for each time period:
short_direct_normal = (down_short_hemisp - down_short_diffuse)/cos (zenith angle)

Logger reverted to previous years configuration, possibly due to power outage and 
non-current logger program in storage module.  Note, the tracker had failed during this period as 
well.

Description:
The solar tracker was not operating during this time period.  The  short_direct_normal 
(NIP), down_short_diffuse_hemisp (8-48) were affected by the failure and should not be used. 

The PIR instrument should not be affected (down_long_hemisp_shaded) during this time.
