NCDC SAO Specials Dataset https://data.eol.ucar.edu/dataset/16.002 Summary This dataset contains only the GCIP/ESOP-96 National Climatic Data Center (NCDC) Surface Aviation Observation (SAO) "Special" observation surface data for the ESOP-96 domain. These are observations that are reported at off-hour times and report significant changes in conditions from the previous hourly reports. These reports can include all of the information shown in hourly SAOs, but more typically, report only portions of the data. A complete listing of the requirements to issue a "special SAO" are included in the Federal Meteorological Handbook No. 1 (1988).
